<h1>History of the Scheme</h1><p>During the Covid pandemic, a temporary al fresco scheme was implemented on Warwick Way and Churton Street in summer 2020 to help the local hospitality businesses reopen after periods of lockdown. An online survey regarding the continuation of the temporary scheme and development of a permanent scheme was carried out in August - September 2021. The results showed that over 83% of the local residents and businesses were supportive of the proposals. Due to the popularity and strong support from the local community, it was decided that the Council would develop a permanent highways scheme that would see improvements to Warwick Way and Churton Street.</p><h2>Informal Public Consultation</h2><p>After the Stage 1 feasibility design was developed, an early informal public consultation was undertaken for 8 weeks from 15th December 2022 to 9th February 2023. <h1>Informal Public Consultation (Dec 2022 - Feb 2023) - Completed</h1><p>After the Stage 1 feasibility design was developed, an early informal public consultation was undertaken for 8 weeks from 15th December 2022 to 9th February 2023. it was a non-statutory consultation, and its purpose was to seek early engagement and feedback from the public. There were 722 responses received via the online survey form, email, letter and phone call. The results show 74.76% support for the Warwick Way proposal and 71.97% support for the Churton Street proposal. Generally, there was greater support from those in close proximity to the scheme. &nbsp;</p><h2>Overview of the Scheme</h2><div data-testid="ProposalSectionRender" id="isPasted"><div data-testid="proposal-description-block"><div data-disable-events="true"><p>The proposed scheme aims to improve the public realm and enhance pedestrian accessibility by reducing motor traffic dominance on Warwick Way between Belgrave Road and Upper Tachbrook Street, and on Churton Street between Belgrave Road and Tachbrook Street.</p><p>The scheme will formalise the current temporary measures which have been in place for the past two years and looks to take a pedestrian-centric approach, with the permanent conversion of the previously two-way streets to one-way westbound for Warwick Way, and one-way northbound for Churton Street and Tachbrook Street, allowing the widening of pavements on both sides.</p><p>The improvements proposals include:</p><ul><li>more opportunity for alfresco dining,</li><li>better junctions</li><li>controlled and informal crossing points,</li><li>the introduction of trees and greening</li><li>improvement to existing loading provision on Warwick Way, Upper Tachbrook Street, and parking provision on Tachbrook Street.</li></ul><p>These will all enhance the levels of accessibility, make pedestrian movements easier and create a more pleasant environment in which to walk through and spend time.</p><p>There would also be an improved level of service for cyclists with access to Guildhouse Street at the junction with Warwick Way restricted to cyclists only. Cyclists currently use Longmoore Street as an eastbound route but the closure of Guildhouse Street to general traffic will make this a quieter and more attractive route. Southbound one-way working on Upper Tachbrook Street will be formalised and a northbound cycle lane introduced.</p><h2>Consultation Outcome</h2><p id="isPasted">There were 722 responses received via the online survey form, email, letter and phone call. <h1>Traffic Management Order Consultation (Nov-Dec 2023) - Completed</h1><p>The statutory Traffic Management Order consultation was carried out under the Road Traffic Regulation Act 1984, it provides the legal basis for the management and enforcement of kerbside and waiting restrictions, as well as restrictions on vehicle movements.&nbsp;</p><p>The consultation was undertaken from 15th November 2023 to 6th December 2023 for a duration of three weeks.</p><h2>TMO Consultation Outcome</h2><p id="isPasted">245 individual responses (91 support, 8 neutral and 146 oppose) were received, and 972 pro forma objections which were the same response received a number of times.&nbsp;</p><p>The main objections and concerns centre around traffic and pollution impacts, safety, costs and al fresco dining. The Council has considered these concerns and the response to these common themes are detailed in Appendix A to the TMO report which can be found at the bottom of this page. Where specific comment on the proposals have been made, a specific response has been provided in relation to concerns or changes proposed. All other responses are referred back to the common themes where appropriate.</p><p>Following thorough consideration of all responses to the consultation, the Council has decided to proceed with the scheme, and make the Traffic Orders for this scheme as it is in the best combined long-term interests of the residents, businesses and visitors in the City. The scheme will improve provisions for walking and cycling, reducing traffic, providing more greening and improving parking and loading facilities. It aligns with Fairer Westminster strategy in terms of improving local high street, promoting active travel and providing more greening. Ultimately, it will create a better place for local residents and visitors, and the opportunity for an enhanced business environment.</p><p>Proposed changes to the scheme following the TMO consultation includes:</p><ul><li>The proposed 25.8-metre &ldquo;at any time&rdquo; goods vehicles only loading bay (maximum stay 30 minutes, no return within 1 hour) outside Nos. 17 to 25 Warwick Way is relocated to outside Nos.13-23 Warwick Way, as shown in Drawing Nos.
